Preparations are now fully underway to crack down on the arbitrariness and disregard for safety standards by coaching institutes operating in the Gopalpura Bypass area of Jaipur. Following strict directions from the Supreme Court, the Jaipur Development Authority (JDA), Municipal Corporation, and Rajasthan Housing Board have jointly taken a major step. Supreme Court Directions and JDA-Municipal Corporation Joint Meeting

To ensure compliance with the Supreme Court's orders, a high-level meeting was recently organized at the Jaipur Development Authority (JDA) headquarters. Key administrative officers of Jaipur participated in this meeting and prepared a concrete action plan against illegally running coaching institutes.

It was decided in the meeting that a joint team of JDA and the Municipal Corporation will conduct an intensive survey of the Gopalpura Bypass area. The main objective of this survey is to identify coaching institutes operating in violation of rules and take action against them in a phased manner.


'No Parking, No NOC, No Coaching': Key Points of the Joint Survey

The administration has made it clear that no compromise will be made regarding student safety and traffic management. Under this joint survey, three main parameters will be strictly inspected. If any coaching institute fails to meet these standards, immediate action will be taken to seal or shut it down.

Strict Action on Violations: Phased Plan

In the meeting, officials agreed on a phased action plan against coaching institutes violating the rules. Under this plan, instead of directly locking down the premises, the administration will follow a legal process:

  1. Joint Survey and Report Preparation: First, a joint team of JDA and the Municipal Corporation will conduct a physical verification of every coaching institute in the Gopalpura Bypass area and prepare a detailed report.
  2. Issuing Show-Cause Notices: Based on the survey report, show-cause notices will be issued to the institutes where violations of rules are found.
  3. Action on Failure to Provide Satisfactory Response: If the coaching operators fail to provide a satisfactory response within the stipulated timeframe or do not rectify the identified irregularities, strict legal action such as sealing and seizure will be taken against them by the joint team.

Pratap Nagar Coaching Hub and Rent Dispute: What is the Whole Matter?

To organize coaching institutes in Jaipur and relieve the city's residential areas from traffic congestion, the government has constructed a modern Coaching Hub in Pratap Nagar. However, several practical difficulties are arising in shifting coaching institutes from Gopalpura Bypass to that location, leading to a dispute between coaching operators and the Rajasthan Housing Board (RHB).

Demand for Concessionary Rates and Rented Premises

The 'All Coaching Institute Federation' has demanded that the government allocate plots or constructed premises to them in the Pratap Nagar Coaching Hub at concessionary rates. The federation's state president, Aneesh Kumar Nadar, has alleged that Housing Board officials are acting arbitrarily and that space in the Coaching Hub is being allocated to other government departments, which goes against the original plan. The federation states that it is not feasible for small and medium coaching institutes to purchase property at exorbitant prices; therefore, the government should also make provisions to provide premises on rent.

Rajasthan Housing Board's Stance

Clarifying the stance on this dispute, the Commissioner of the Rajasthan Housing Board, Arvind Poswal, stated that under current rules, there is no provision to rent out properties in the Coaching Hub. He said:

"If coaching operators show interest in purchasing buildings or premises in large numbers, the Board can consider it, and discussions can also be held on granting concessions under the rules. However, currently, there is no provision to provide premises on rent."
