Rajasthan Coaching Crisis: Operators Threaten to Migrate Over New Building Bylaws

Major and concerning news is currently emerging for lakhs of students preparing for competitive exams in Rajasthan and those associated with the coaching industry. In a recently held meeting of the Rajasthan Coaching Institute Association at Gopalpura Bypass in Jaipur, deep concern was expressed over the serious crisis looming over the state's coaching industry. Coaching operators allege that the state government has implemented new Building Bylaws without any prior consultation or practical discussion, which are completely impractical. Due to this Rajasthan coaching crisis, operators have now warned that if their demands are not met, they will be forced to migrate their institutes to other states.
Apart from Jaipur, operators from major coaching hubs like Sikar, Jodhpur, and Kota also attended this meeting. Everyone unanimously opposed the government's policies and the sealing action being carried out by development authorities.
Rajasthan Coaching Crisis: What is the Whole Matter?
Actually, under the orders of the Supreme Court, the enforcement wing of the Jaipur Development Authority (JDA) is continuously taking action against coaching institutes operating in and around Gopalpura Bypass. Under this action, several coaching institutes have been sealed so far.
To find a solution to this crisis and decide the future strategy, the Rajasthan Coaching Institute Association called an important meeting at Gopalpura Bypass. In the meeting, speakers clearly stated that the new rules are not practical and no consultation was held with stakeholders (coaching operators) while drafting them.
Key Concern: If operating coaching institutes in the state is made difficult or completely impossible, operators will have no choice but to close down and move to other states. This is bound to cause heavy losses to both Rajasthan's economy and the students.
New Building Bylaws and Operators' Protest
The main reason for the protest by coaching operators is some extremely strict and practically difficult provisions included in the new Building Bylaws. These rules have been made effective from December 5, 2025.
According to the association, the following two rules are primarily facing the most opposition:
- Institutional Lease: Under the new rules, having an institutional lease for the building has been made mandatory for operating a coaching center.
- Minimum Land Requirement: According to the rules, it is mandatory to have a minimum of 500 square meters of land to operate a coaching institute.
"When there is no system, why the action?"
The biggest question raised by coaching operators is that the government has not yet issued an institutional lease to any coaching institute. When no smooth system has been established at the government level to grant leases in accordance with the rules, then why is unilateral action being taken to close or seal the institutes?

Losses Due to Migration of the Coaching Industry
Rajasthan, especially Kota, Jaipur, and Sikar, is known as a coaching hub across India. Every year, lakhs of students from all over the country come here to prepare for NEET, JEE, UPSC, REET, and other state-level competitive exams. If the coaching industry migrates from here to other states (such as Haryana, Uttar Pradesh, Delhi, or Madhya Pradesh), it will have serious consequences:
- Mental and Financial Pressure on Students: Closure or shifting of institutes mid-session will disrupt students' studies. They may have to bear higher expenses upon moving to new states.
- Blow to the Local Economy: It is not just teachers or operators who are connected to the coaching industry; PG owners, hostel businessmen, stationery shops, auto drivers, tiffin services, and small shopkeepers are also entirely dependent on it. Migration will rob lakhs of people of their livelihood.
- Loss of Revenue: The Rajasthan government will suffer a loss of massive taxes and revenue generated from the coaching sector.
The Way Forward: What Could Be the Solution?
Operators attending the association meeting have appealed to the government to consider this sensitive issue sympathetically. If the government restores the old building bylaws or provides some practical relaxations in the current rules, this crisis can be averted.
- Single Window System: The government should launch a simple and swift single-window system for the regularization of coaching institutes and the issuance of institutional leases.
- Categorized Rules: The 500-square-meter condition can be applied to large institutes, but small tuition centers or institutes with low student strength should be exempted from it.
- Formation of a Joint Committee: A committee comprising the government, JDA officials, and representatives of the coaching association should be formed to find a practical middle ground while complying with Supreme Court guidelines.
