Jaipur has today become one of the largest educational gateways in the country. Lakhs of students from Rajasthan and its neighboring states head to Jaipur to prepare for their administrative services (RAS/UPSC), engineering (JEE), medical (NEET), and other competitive exams. However, amidst this educational boom, a serious crisis has emerged regarding the city's infrastructure and safety standards. Recently, the Supreme Court has taken an extremely strict stance on coaching centers operating in violation of the master plan in Jaipur.
This sharp observation by the Supreme Court has raised major question marks over the functioning of the Jaipur Development Authority (JDA) and the utility of the city's famous Jaipur Coaching Hub project. The court has explicitly asked why the JDA has remained a silent spectator despite open violations of rules, and what concrete steps the guilty officials have taken in this direction.
The largest concentration of coaching institutes in Jaipur is along the Gopalpura Bypass and its surrounding residential areas. This area has long been mired in controversy due to narrow lanes, classes operating in basements, and the disregard of safety standards. To find a permanent solution to this serious problem, the Rajasthan government constructed a state-of-the-art Jaipur Coaching Hub in Sector 16 of Pratap Nagar at a massive cost of approximately ₹350 crore.
The objective of this grand project was to bring the city's scattered and unsafe coaching institutes under one roof, providing students with a safe, pollution-free, and organized environment. However, the irony is that even after spending crores of rupees, the major coaching institutes of Gopalpura Road are not ready to shift there. The Supreme Court has expressed deep displeasure over this very issue—why the infrastructure built at such a massive cost is not being utilized, and why the JDA and the administration are being lax in shifting the coaching operators there.
During the hearing of the petition filed in the Supreme Court, Senior Advocate R.D. Rastogi apprised the court that most coaching institutes located on Gopalpura Road are openly violating building bylaws and the master plan. These institutes have neither adequate parking arrangements nor emergency exits.

It is clear from this table that the coaching institutes running on Gopalpura Road are not only flouting rules but are also putting the safety of thousands of students studying there at stake.
During the hearing in the Supreme Court, it also came to light that due to the coaching institutes on Gopalpura Road and its surrounding residential colonies, the entire social and geographical fabric has been disrupted. On behalf of the petitioner Loganathan and the 10-B Scheme Development Committee, it was submitted to the court that under the guise of these coaching centers, other commercial activities have expanded on a large scale in residential areas.

A division bench of the Supreme Court, comprising Hon'ble Justice Ahsanuddin Amanullah and Justice R. Mahadevan, has taken an extremely tough stand on this matter. The court has directly sought a response from the Jaipur Development Authority (JDA). Some of the key and sharp questions raised by the court were as follows:
"When the master plan and building regulations are being violated to such an extent, why has the JDA not taken any strict action so far? Is there any collusion behind this negligence of the officials?"
"When a dedicated coaching hub built at a cost of ₹350 crore is ready in Pratap Nagar, what steps have been taken so far to shift the coaching institutes of Gopalpura Road there?"
The court made it clear that no one can be allowed to play with the lives of students and the peace of local residents by ignoring rules. Officials must fix accountability and present a report on the action taken in this direction.
The Jaipur Coaching Hub built in Pratap Nagar is the country's first such organized project designed specifically for the education sector. Yet, major coaching institutes are reluctant to move there. The main reason behind this is their established 'business model' and their monopoly on Gopalpura Road.
Coaching operators argue that Pratap Nagar is located on the outskirts of the city, which would cause commuting difficulties for students. However, experts believe this is merely an excuse. The truth is that on Gopalpura Road, they operate arbitrarily without any strict rules and regulations, whereas in the coaching hub, they will have to comply with strict rules and fee structures.
Government apathy has also been a major reason for this project remaining vacant. If the JDA and the Housing Board had adopted a policy of sealing illegal premises on Gopalpura Road and forcing them to shift to Pratap Nagar right from the beginning, this ₹350 crore government asset would not be lying vacant today.
This dispute is highly significant for students preparing for administrative services, JEE, NEET, and other government exams in Jaipur. Students often overlook safety standards in pursuit of cheaper and nearby options. Recent accidents in Delhi's coaching centers have proven how fatal compromising on safety can be.
