A major administrative deadlock has emerged in the Secondary Education Department of Rajasthan. The long-awaited Rajasthan School Staffing Pattern has not yet received final approval from the Finance Department and the government level. Due to this delay, the crucial proposal to increase 1.23 lakh posts in the state's government schools is hanging in the balance.
This administrative delay is directly impacting not only lakhs of unemployed youth in the state who are waiting for new teacher recruitments, but also the working teachers who have been waiting for their promotions for a long time. Addressing this serious issue, teacher organizations have now directly approached the Chief Minister's Office (CMO), where an important meeting was held with the Additional Chief Secretary.
The staffing pattern in the Secondary Education Department is determined to sanction posts for teachers and other staff based on the number of students enrolled in schools. According to the rules, it should be revised at regular intervals, but a new staffing pattern has not been implemented in Rajasthan for the last 11 years. The last time a staffing pattern was implemented was in the year 2015.
After such a long time, the department has prepared a new staffing pattern, under which a massive change in the number of posts in schools is certain. However, this prepared proposal has not yet received the green light from the Finance Department. If this proposal is approved, there will be a huge surge in the number of vacant and newly created posts in schools, opening up the closed avenues for new recruitments and promotions.
According to the proposal of the new staffing pattern, an increase of approximately 32% in posts is estimated compared to the currently sanctioned posts. This change can be easily understood through the data prepared by the department:
| Description | Number of Posts / Details |
|---|---|
| Previous Staffing Pattern (Year) | 2015 |
| Total Currently Sanctioned Posts | 3,92,431 |
| Total Requirement as per New Staffing Pattern | 5,15,617 |
| Total Proposed Increase in New Posts | 1,23,186 (approx. 32% increase) |
It is clear from this table that if the government approves this proposal, a total of 1,23,186 new posts will be created in the Secondary Education Department. This could prove to be a revolutionary step towards strengthening the state's educational infrastructure and addressing the shortage of teachers in government schools.
Regarding the delay in the approval of the staffing pattern and other issues related to teachers, a high-level delegation of the Akhil Bhartiya Rashtriya Shaikshik Mahasangh (ABRSM) Rajasthan Vidyalaya Shiksha met Additional Chief Secretary Akhil Arora at the Chief Minister's Office (CMO) on Wednesday.
In this meeting, the office-bearers of the organization raised their demands very vociferously. The delegation was led by State President Ramesh Chandra Pushkarna. During this, State General Secretary Lakhara, Organizing Secretary Umrao Lal Verma, and Additional General Secretary Basant Jindal were also present with him. The meeting primarily discussed the stalled administrative proposals in the education department and issues related to the financial interests of teachers.
The delegation presented a detailed memorandum of demands regarding the problems of teachers and school staff to the Additional Chief Secretary. The following key points were included in this memorandum:
The delegation demanded that the staffing pattern prepared in the Secondary Education Department be approved by the Finance Department as soon as possible, so that the process of recruitment and promotion for over 1.23 lakh posts in schools can begin.
To protect the interests of teachers and ensure quick redressal of their problems, a demand was made to send a proposal to the state government for the formation of a dedicated Teacher Welfare Board.
A demand was raised to grant all types of benefits, including summer vacation, to teachers appointed after December 31 from their first date of appointment, in accordance with court decisions.
An urge was made to immediately stop the recovery of urban house rent allowance (HRA) from teachers under the salary arrangement system and to withdraw old orders related to it.
The demand to pay full salary during the internship period of in-service teachers pursuing B.Ed was also prominently raised.
During the meeting, attention was drawn not only to the issues of teachers but also to the problems of ground-level staff working in government schools.
Key Concern: Despite the Diwali festival being around the corner, the cook-cum-helpers working in government schools have not received their pending honorarium (Salary/Honorarium). Additionally, the budget for milk and sugar provided under the Mid-Day Meal scheme in schools has also been stuck for a long time.
The delegation demanded that the immediate payment of pending honorarium for nutrition cook-cum-helpers, conversion cost, and the amount for milk and sugar in government schools be ensured so that these ground-level workers do not face financial hardship during the festival season.
The discussion with Additional Chief Secretary Akhil Arora was highly positive. Considering the issues raised by the delegation, a positive assurance was given on behalf of the government.
If the government fulfills these assurances on time and approves the staffing pattern, there could be a flood of vacancies in the Rajasthan Education Department. This will prove to be a golden opportunity for candidates preparing for upcoming teacher recruitment exams conducted by the Rajasthan Public Service Commission (RPSC) and the Rajasthan Staff Selection Board (RSSB).
