The Jaipur Development Authority (JDA) has taken a highly stringent step regarding safety and the disregard of regulations by coaching institutes in Rajasthan's capital, Jaipur. On Friday, carrying out a major operation, the enforcement wing of the JDA completely sealed four prominent coaching institutes operating illegally in basements in the Gopalpura Bypass area. This action has caused a stir throughout the coaching industry and the student community.
The JDA's coaching sealing action in Jaipur was primarily carried out due to the blatant violation of safety standards and building bylaws. Confirming the action, Deputy Inspector General of Police (DIG) Anand Sharma stated that this step was taken in compliance with the strict orders of the Supreme Court. These coaching institutes had previously been issued warning notices by the JDA, but due to non-compliance with the directives, this harsh sealing action ultimately had to be taken.
The enforcement wing of the JDA targeted basement coaching centers operating on various plots located in the 10-B Scheme of Gopalpura Bypass. The sealed institutes include some of the country's biggest brands that prepare students for competitive exams like medical (NEET) and engineering (JEE).

According to JDA officials, complaints had been received against all these coaching institutes for a long time. Primarily, violations of three major rules were found here, prompting the administration to take this step:
According to the rules of the Supreme Court and the local municipal corporation/JDA, the basement of any commercial building can only be used for parking or storage. Running classes or operating a library by seating students in the basement is completely illegal and life-threatening.
According to the existing building bylaws, the minimum plot size for the smooth and safe operation of any coaching institute must be 500 square meters. However, the investigation revealed that all these institutes were being run on extremely small plots (around 300 square yards), which is completely contrary to the rules.
These institutes neither had adequate parking facilities nor proper means of emergency exit. Consequently, traffic jams were a constant issue on Gopalpura Bypass Road, posing a major threat to students' lives in the event of any untoward incident.

The committee argued that despite the Housing Board building a fully-equipped 'Coaching Hub' in Pratap Nagar, these institutes are operating illegally in residential and narrow commercial strips, flouting all rules. In protest against this strict action by the JDA, local coaching operators and associations have taken a tough stance. Following a call by the Rajasthan Coaching Institute Association, more than 200 coaching institutes, libraries, and study halls on Gopalpura Bypass observed a one-day symbolic strike.
Coaching operators argue that the JDA itself had notified this 160-foot-wide road for coaching activities in the years 2021 and 2022.
