Crisis on Gopalpura Bypass: 116 Coaching Institutes Face Action After Supreme Court Order

Crisis Looms Over Gopalpura Bypass: Fear of Action Against 116 Coaching Institutes Following Supreme Court Order

Jaipur's Gopalpura Bypass area has long been known as Rajasthan's largest educational corridor. However, a recent strict order from the Supreme Court has caused sleepless nights for the coaching institutes operating here. The Jaipur Development Authority (JDA) and the Municipal Corporation are issuing notices to around 116 coaching institutes running on the bypass. Since then, panic has gripped the entire coaching industry, and the sword of sealing and seizure hangs over these institutions.

But amidst this entire action, the biggest and most crucial question that arises is: if these coaching institutes are removed from here, where will they go? The Pratap Nagar Coaching Hub, which was developed to bring the city's scattered coaching institutes under one roof, is now having its towers handed over to other government departments. In such a scenario, a severe alternative crisis has emerged before the coaching operators and the thousands of students studying here.


What is the Whole Matter? The Loknathan Case and JDA's Joint Survey

This entire dispute is linked to the Loknathan Case ongoing in the Supreme Court. Local civic development committees and residents had filed a petition in the court complaining that the illegal coaching institutes operating on Gopalpura Bypass have made life miserable for the local residents. Haphazard parking on narrow roads, traffic jams, and PGs and hostels running without an NOC (No Objection Certificate) have completely compromised the security and safety systems.

Taking a strict stand on this petition, the Supreme Court has ordered the JDA to submit a corrective action report within three weeks. In compliance with this order, teams from the JDA and the Municipal Corporation conducted a major joint survey campaign on Gopalpura Bypass.

Which Parameters Were Inspected During the Survey?

  • Plot Size: Inspected in accordance with the building bylaws.
  • Setback & Height: Constructions made against the rules and buildings constructed with zero setback were identified.
  • Fire Safety: Emergency exits and the availability of firefighting equipment were checked.
  • Parking Space: Physical verification of basements and parking spaces was conducted under the 'No Parking, No Coaching' rule.

Violation of Building Bylaws: Why Are These Institutes Considered Illegal?

According to government rules and town planners, most of the coaching institutes operating on Gopalpura Bypass are flouting the rules. Strict regulations have been laid down for running coaching institutes under Building Regulations 2020 and Building Regulations 2025.

  • Building Regulations 2020: Under this, it is mandatory to have a minimum plot size of 300 square meters to run a coaching center.
  • Building Regulations 2025: According to the new rules, if 10 to 100 students study in a coaching institute, the minimum plot size must be 500 square meters.

In contrast, the situation on Gopalpura Bypass is such that more than 500 students are studying together in buildings constructed on plots of just 200 to 300 square meters. Many buildings were approved as commercial shops but were later converted into coaching classes and hostels without any permission.


Pratap Nagar Coaching Hub: The ₹350 Crore Project and Current Reality

To end this chaos on Gopalpura Bypass, the Rajasthan Housing Board constructed a state-of-the-art Coaching Hub in Sector 16 of Pratap Nagar. The government spent approximately ₹350 crore on this project to provide coaching institutes with a safe, pollution-free, and organized campus.

Main Objective: To relocate coaching institutes from the city's busy and unplanned roads to a single location equipped with all modern amenities.

However, even after spending crores of rupees, this project seems to be failing to meet its original objective. Currently, only 14 coaching institutes are operating in this massive coaching hub. These handful of institutes have been allocated space on just two to four floors in different towers, leaving the entire campus looking empty and deserted.


Handing Over Their Own Hub to Others: Four Towers of Coaching Hub Handed Over to Home Department

The most shocking turn in this entire development came when, on one hand, preparations are underway to remove coaching institutes from Gopalpura Bypass, and on the other hand, the vacant buildings of the coaching hub are being allotted to other government departments.

Recently, the Rajasthan Housing Board wrote a letter to the Home Department, handing over key portions of the coaching hub.

Towers and Buildings Handed Over to the Home Department:

  1. Tower Number 5
  2. Tower Number 7
  3. Tower Number 8
  4. Administrative Building

Apart from the administrative building, a total of eight towers have been built in the coaching hub. Out of these, three major towers and the administrative building have now gone under the control of the Home Department. Following this decision, the crisis of alternative space for coaching operators has deepened further. If all 116 coachings of Gopalpura were to shift today, there would not even be enough space available for them.


Coaching Federation's Demand vs. Administration's Stance: The Hitch of Rent and Concessional Rates

After all, why are coaching institutes reluctant to move to this ₹350 crore luxurious hub? The main reason lies in the financial policies and rules.

  • Demand of the Coaching Federation: The Coaching Federation demands that they should be given space in the Pratap Nagar Coaching Hub at concessional rates or these towers should be made available on rent. Most small and medium-scale coaching institutes are not in a position to buy an entire building or floor by paying a huge lump sum amount.
  • Stance of the Housing Board: Former Housing Board Commissioner Arvind Poswal had already clarified that under the rules, there is no provision to rent out space in the coaching hub. If coaching operators show interest, they will have to purchase the property with discounts as per the rules.

Due to the unavailability of space on rent and the high cost of purchasing, coaching operators distanced themselves from this hub. It is because of this deadlock that the situation has arisen where the Housing Board has to hand over its towers to the Home Department.

Conclusion: Balancing Students' Future and Urban Planning

The Supreme Court's order is extremely important from the perspective of student safety and the organized development of the city. Accidents in basement-run coaching centers in major cities like Delhi have proven that compromising on safety standards can be fatal. Therefore, it is highly necessary to rein in the illegally operating coaching institutes on Gopalpura Bypass.

However, at the same time, the administration must also understand that Jaipur is a massive educational hub in the country. If 116 coaching institutes are suddenly shut down without any solid alternative arrangement, the education of thousands of students studying here will be disrupted mid-session. The Housing Board, JDA, and the Coaching Federation should sit down together and find a middle ground so that rules are followed and the future of the students remains secure.
