The SI Recruitment-2021 organized by the Rajasthan Public Service Commission (RPSC) was surrounded by controversies right from the beginning. Released in 2021 for a total of 859 posts, this recruitment exam faced several serious allegations, including paper leaks, dummy candidates, and cheating via Bluetooth. After the Special Operations Group (SOG) investigation revealed the involvement of then-RPSC members and large-scale irregularities, the matter reached the court.
After a long-drawn legal battle, the single bench of the Rajasthan High Court finally delivered a verdict completely cancelling this recruitment exam, which was later upheld by the Supreme Court as well. The court was of the clear view that when the entire selection process has been tainted, it is impossible to separate the honest candidates from the dishonest ones. Following this historic decision, the threat of losing their jobs loomed over the 859 selected candidates (many of whom were undergoing training). Among them, the worst-affected are those candidates who had resigned from their previous secure government jobs for this position.
Considering the extraordinary situation of the affected candidates after the cancellation of the recruitment, the state government has launched a special initiative. The government has written to all departments, directing them to send details in a prescribed format of those employees who were in government service prior to their selection in the SI Recruitment-2021.
The main objective of this exercise is to ascertain how many of the 859 selected candidates were previously in government service and under what procedure they had left their old jobs. The format of the details sought by the government from the departments can be understood from the table below:

The biggest hitch in this legal path of returning to government service lies in the Rajasthan Service Rules (RSR). According to the rules, an employee's return to their old job depends on the technical procedure under which they left their previous job. Two main scenarios arise here:
Under the Rajasthan Service Rules, if a permanent government employee is temporarily appointed to another post (such as the SI post here), they can retain a 'Lien' (right to hold a post) on their original post under certain special circumstances and for a specified time frame.
Key Point: If a candidate's lien on their old job is secured, then in the event of the termination of the new appointment or cancellation of recruitment, they can automatically return to their old post under the rules. Legal hurdles in such cases are minimal.
