Rajasthan Recruitment Exam Scam: Low Marks in OMR Sheet, Selection in Merit List Through Forgery
A major racket playing with the future of lakhs of youth dreaming of getting a government job in Rajasthan has been busted. A sensational case has come to light in the results of the Supervisor (Women Empowerment) Direct Recruitment Exam-2018 conducted by the Rajasthan Staff Selection Board (RSMSSB), raising serious questions about the security and credibility of the entire examination system. In this case, the female candidate who took the exam, Santosh Kumari Meena, had very low actual marks in her original OMR sheet, but her marks were increased through forgery and technical manipulation to include her in the merit list. Following the exposure of this massive fraud, the Special Operations Group (SOG) of the Rajasthan Police has intensified its investigation and action.
Arrest of Main Accused Santosh Kumari Meena and SOG Action
The SOG has finally arrested the accused female candidate Santosh Kumari Meena (aged 37), who was absconding in this high-profile OMR sheet fraud case (OMR Fraud Case). Santosh Kumari Meena is a resident of Ramsinghpura in Kanota and was currently living in the Sanganer area of Jaipur.
A special team formed under the leadership of SOG Inspector General (IG) Ajaypal Lamba, DIG Bhuvan Bhushan Yadav, and SP Kundan Kanwariya carried out this operation. Police interrogation and investigation revealed that after being presented in court, the accused Santosh Kumari has been taken on a three-day police remand to gather more information about other brokers and officials involved in this entire network.
The SOG investigation has also revealed that this gang breached the technical framework of the examination system to benefit several ineligible candidates. Following the arrest of Santosh Kumari, the total number of accused arrested in this case has now risen to seven.
The Game of Fraud: How was the OMR Scanning Manipulated?
It is generally believed that OMR sheet-based exams are highly secure because the answer sheets are evaluated by computer scanners. However, in this case, the fraudsters misused technology itself.
According to investigating officers, this fraud did not take place in the examination hall, but rather during the OMR sheet scanning and result preparation stage after the exam was completed.
- Use of Photo-Editing Technology: During OMR scanning, computer software and photo-editing tools were used to digitally manipulate the scanned answer sheets of selected candidates.
- Artificially Increasing Marks: For favored candidates who paid bribes of lakhs of rupees, their marks—which were low in their original OMR sheets—were increased in the computer database through manipulation.
- Discrepancy Between Original OMR and Final Result: When the SOG physically matched the original OMR sheets with the digital data of the finally released results, a massive discrepancy (difference) in marks was found, exposing the entire scam.
The Dark Nexus Between 'Raghav Limited' and Selection Board Officials
At the center of this entire scam was the collusion between 'Raghav Limited', a Delhi-based outsourced private company responsible for scanning OMR sheets and preparing exam results for the Rajasthan Staff Selection Board, and some corrupt officials of the selection board.
Surprisingly, Raghav Limited was entrusted with the confidential task of preparing results for major exams like Supervisor, Lab Assistant, and Agriculture Supervisor in the year 2019. Despite already being under investigation for irregularities in another recruitment exam in Uttar Pradesh, this company was handed such a sensitive task in Rajasthan.
The then technical head and Analyst-cum-Deputy Director of the selection board, Sanjay Mathur, and Programmer Praveen Gangwal, along with private company employees Vinod Kumar Gaur and Shadan Khan, had formed a strong network. In exchange for transactions worth lakhs of rupees, these individuals secured places for ineligible candidates in the merit list.

Following an intensive investigation by the SOG, several accused have been arrested in this case so far. The table below shows the main accused in this fraud and their roles:

Impact on Candidates Preparing for Competitive Exams
The worst impact of such recruitment scams and exam fraud cases falls on honest candidates who work day and night to prepare for exams.
- Demoralization of Hardworking Students: When ineligible and low-scoring candidates make it to the merit list using money and influence, qualified candidates lose faith in the system.
- Delays and Uncertainty in Exams: Once fraud is exposed, the entire recruitment process comes under investigation, leading to years of delay in appointments.
- Financial and Mental Stress: Students spend crucial years of their lives preparing for these exams. The cancellation or controversy surrounding exams causes them severe mental and financial distress.

Conclusion: Need for a Fair Examination System and Patamde Study's Opinion
The action being taken by the SOG in Rajasthan is commendable. To maintain transparency and integrity in government exams, it is absolutely essential to expose such black sheep.
