Once again, serious questions have been raised regarding the integrity and transparency of government recruitment examinations in Rajasthan. During the recently conducted Rajasthan Staff Selection Board (RSSB) LDC Recruitment Exam 2026, a highly shocking case of alleged cheating and taking the question paper out of the examination hall has come to light at an exam center in Jaisalmer. Following this incident, a stir has been created within the district administration and the police department.
Taking swift action after this serious irregularity came to light, the police have registered a case and arrested two accused. Despite all the efforts of the state government and the selection board, this revelation—which occurred due to the collusion of some personnel deployed at the examination centers—has once again raised lines of worry over the hard work of lakhs of candidates.
This entire controversy took place at the Swami Vivekananda Government Model School examination center in Jaisalmer during the second shift of the LDC recruitment exam held on Sunday (July 5, 2026). A total of 24 candidates were taking the exam in room number 10 of the examination center.
The afternoon shift exam was proceeding smoothly, but just then, a reliever deployed at the exam center, Padam Singh, went to the table of a female candidate, Manu Kanwar (Roll No. 1775156), and looked at her question paper. After this, he quietly took the question paper out of the examination room.
When the other candidates present in the room saw the reliever taking the question paper outside, they immediately strongly protested against it. The candidates complained about this to the invigilators deployed there, Bheem Singh and Jalam Singh, but the invigilators paid no attention to it and tried to suppress the matter by saying, "Nothing is in our hands."
Shortly before the exam concluded, when the flying squad (vigilance team) reached the center, the victimized and angry candidates filed their complaint in writing. Only after this was the entire massive fraud and cheating game exposed.
Considering the seriousness of the incident, a special investigation committee was formed under the strict directions of the Jaisalmer District Collector. This committee included a team consisting of the Sub-Divisional Magistrate (SDM), District Education Officer, and Deputy Superintendent of Police (DSP). When the investigation committee closely examined the CCTV footage of room number 10 of the examination center, a highly shocking conspiracy came to light:
This entire process made it clear that the CCTV cameras were turned off under a well-planned conspiracy so that the question paper could be taken outside, its solution prepared, and brought back to provide unfair advantage to the candidate.
Based on the report of the investigation committee, a case has been registered at the Kotwali Police Station, Jaisalmer, under Sections 3/10 of the Rajasthan Public Examination (Prevention of Unfair Means) Act, 2022, and Sections 318(4) and 61(2) of the Bharatiya Nyaya Sanhita (BNS).
Taking prompt action, the police have arrested the main accused, Reliever Padam Singh, and the candidate Manu Kanwar, who received the unfair advantage.
A case has been registered under serious sections naming a total of 5 people in this matter:
| S.No. | Name of the Accused | Designation / Role at the Exam Center | Current Status |
|---|---|---|---|
| 1. | Padam Singh | Reliever (Senior Teacher, GGSSS Jaisalmer) | Arrested |
| 2. | Manu Kanwar | Candidate (Roll No. 1775156) | Arrested |
| 3. | Bheem Singh | Invigilator | Case registered, investigation ongoing |
| 4. | Jalam Singh | Invigilator | Case registered, investigation ongoing |
| 5. | Umeed Singh | Center Superintendent (Principal) | Case registered, investigation ongoing |
Jaisalmer SP Revant Dan stated that the investigation committee conducted intensive questioning of 23 people present at the examination center. Statements of other candidates taking the exam in room number 10, who had strongly protested against this rigging, were also recorded. The allegations against the five accused named in the investigation report have been prima facie confirmed.
Additional District Collector Parsaram Saini stated that the entire factual case prepared on the basis of the candidates' complaints and the vigilance team's report has been sent to the Rajasthan Staff Selection Board (RSSB), Jaipur. Now, the final decision regarding the exam at this examination center will be taken at the level of the selection board itself.
The occurrence of such cases in competitive examinations held for government jobs in Rajasthan is highly worrying. However, this incident also makes it clear how crucial candidate awareness is. If the candidates of room number 10 had not shown courage and raised their voice at that time, perhaps this massive fraud would have never come to light.
Key Lesson: If you see any kind of suspicious activity in the examination hall, raise your voice immediately and inform the vigilance team or nodal officers. Your alertness alone can maintain the integrity of the examination.
