Great and highly relieving news has emerged for the police personnel working in the Jaipur Police Commissionerate. The Rajasthan High Court has lifted the stay on the Jaipur Police Promotion process, which had been stalled in the Jaipur Police Commissionerate for nearly the last 8 years. Following this historic decision by the High Court, the path for promotions to a total of 2,011 posts, ranging from Head Constable to Police Inspector (CI), has been completely cleared. This decision will not only boost the morale of the personnel who have been waiting for promotions in the police department for a long time, but will also infuse new energy into the functioning of the department.
A single bench of Justice Anand Sharma of the Rajasthan High Court has dismissed all petitions challenging the stalled promotion process in the Police Commissionerate. The court has directed the state government and the police department to expedite the promotion process under the service rules of the year 1989.
Following this order, the long-standing legal dispute in the Jaipur Police Commissionerate has now come to an end. The High Court clarified that the promotion process carried out by the department for the vacant posts of the year 2013-14 was completely correct and in accordance with the rules. The court appreciated the government's effort where, while securing the seniority of previously selected personnel, posts were also reserved for eligible employees of the upcoming years.
As of April 1, 2026, a total of 2,011 posts are running vacant in the Jaipur Police Commissionerate, on which the promotion process will now be initiated. This major decision in the police department will directly benefit employees posted from the rank of Constable to Sub-Inspector.

It is clear from this table that the maximum number of promotions are going to be made to the posts of Assistant Sub-Inspector (ASI), which will greatly help in addressing the shortage of Investigating Officers (IOs) in police stations and outposts.
Regular promotions to the posts from Head Constable to Police Inspector (CI) had not taken place in the Jaipur Police Commissionerate since the year 2018. There were several administrative and legal reasons behind this. Meanwhile, in April 2023, the High Court, while hearing a petition, put an interim stay on these promotions, further complicating the matter.
During this long wait of nearly 8 years, many police personnel retired without getting promoted, while many others kept waiting for their turn. As of April 1, 2026, this vacancy figure had risen to 2,011. Now, with the removal of the stay, not only will these vacant posts be filled, but it will also provide relief from the acute shortage of manpower in police stations.
While dismissing the petitions, Justice Anand Sharma made a highly significant observation in his judgment. He stated:
"When violation of statutory rules, clear arbitrariness, discrimination, or a malicious decision has not been proven in the modified decision, the court does not deem it appropriate to replace the assessment of cadre strength or vacant promotional posts with the assessment of competent officers, nor does it wish to interfere in it."
The main argument of the petitioners challenging the promotion process was that the department had committed discrepancies in assessing the cadre strength and preparing the seniority list. However, government advocates and representatives of the police department presented solid documents before the court, proving that the promotions made against the vacant posts of the year 2013-14 were completely in accordance with the rules. The court accepted that the government had not discriminated against any employee.
The process of promotions and appointments in the police department is governed under the Rajasthan Police Subordinate Service Rules, 1989. In these rules, both seniority and merit are made the basis for promotion. In its order, the High Court has directed the state government and the police department to proceed with the promotion process without any delay in accordance with these very rules. Strict adherence to the 1989 rules will keep the promotion process transparent and minimize the possibility of any legal disputes.
This decision will have a deep and positive impact on the entire structure of the Rajasthan Police. It will not only benefit the personnel working in the department but will also create new opportunities for youth preparing for police recruitment.
It is often observed that when promotions to higher posts (such as Inspector, Sub-Inspector, and ASI) stall in the police department, the entire recruitment chain gets affected. Due to the lack of promotions from lower posts, vacancies do not open up for the direct recruitment of new Constables either.
Now that the path for promotions to 2,011 posts has been cleared, new vacancies will also open up at the Constable level. Additionally, with the increase in vacancies for the posts of Sub-Inspector (SI), a revised requisition can soon be sent to the Rajasthan Public Service Commission (RPSC) for the new Sub-Inspector recruitment examination.
