Jaipur is considered a major educational hub of Rajasthan, where lakhs of students come every year to fulfill their dreams. However, recently, a major administrative and legal dispute has arisen at Jaipur's famous coaching hub, Gopalpura Bypass. The Jaipur Development Authority (JDA) has issued notices to the coaching operators of the area to shut down their institutes within just seven days. In protest against this action, the coaching operators of the area unitedly called for the Gopalpura Bypass Coaching Institute Strike, which has heated up the educational and business atmosphere of the entire city.
Due to this one-day symbolic strike, educational activities in the Gopalpura Bypass area came to a complete standstill. In this article, we will conduct a detailed analysis of the main causes of this dispute, the claims of the Coaching Association, and its impact on students and local businesses.
On Wednesday, the Gopalpura Bypass area of Jaipur remained completely closed. During this symbolic one-day strike organized at the call of the Rajasthan Coaching Institute Association, more than 200 coaching institutes in the area kept their shutters down. Not only coaching institutes, but libraries and study halls—the main centers of students' studies—also remained completely closed during this period.
This protest received massive support at the local level. The following organizations extended their full support to this move by the Coaching Association:
In a press conference organized during this strike, the office-bearers of the Association clarified that this action being taken by the JDA is unilateral and has directly threatened the livelihood of thousands of people.
The Jaipur Development Authority (JDA) claims that it is taking this action in compliance with the directives of the Honorable Supreme Court. JDA has issued notices to the coaching institutes of Gopalpura Bypass to shut down their activities within seven days.
On the other hand, the Rajasthan Coaching Institute Association alleges that the JDA is not presenting some extremely important and basic facts correctly in this matter. The office-bearers of the Association say that the administration is acting in haste under the guise of Supreme Court orders, whereas several government policies and notifications have been issued in the past regarding this area. The Association is now preparing to present this entire matter legally before the High Court.
The Coaching Association has presented strong legal documents against this action of the JDA. According to the Association, Gopalpura Bypass is not a narrow road, but a major main road that is 160 feet wide. Apart from this, to facilitate smooth traffic on this route, the construction of a grand flyover is also being carried out by the government at a massive cost of around ₹250 crore.
The Association's biggest claim is regarding the notifications previously issued by the JDA. The table below details these important dates and provisions:
| Important Date / Fact | Provisions Made by JDA and Government |
|---|---|
| July 5, 2021 | JDA officially notified this area for the operation of coaching activities for the first time. |
| July 26, 2022 | JDA issued a second notification regarding coaching activities in this area once again. |
| Special Scheme of the Year 2022 | Under the 'Special Project Development Scheme 2022', there was a clear provision to develop this area specifically in accordance with the requirements of coaching institutes. |
| Road Width | 160 feet wide main route, which is highly suitable for commercial and educational activities. |
| Project Cost | Construction of a flyover at a cost of ₹250 crore to strengthen the infrastructure of the area. |
The Association argues that when the government and JDA themselves have recognized this area as a coaching hub and made plans for its development, issuing notices to shut them down by suddenly declaring them illegal is completely unfair.
Considering this critical situation, the Rajasthan Coaching Institute Association has demanded immediate intervention from the state government. The Association has placed the following key demands before the government:
Gopalpura Bypass is not just a road, but the backbone of the future of thousands of students and the local economy. If JDA forcibly shuts down these coaching institutes, it will have a highly devastating impact:
This dispute arising at Gopalpura Bypass reflects the deep contradiction between the administration and the education sector. While on one hand, compliance with urban development and safety standards is necessary, on the other hand, the future of thousands of students and the livelihood of business owners cannot be ignored. It is hoped that the Rajasthan Government and the court will find a middle ground in this sensitive matter so that the law is upheld and students' studies do not suffer any harm.
