Initially, this app was used only for inspecting government schools, evaluating infrastructure, and checking academic standards. However, the department has now expanded its scope by adding the option to inspect non-government (private) schools as well.

The functioning of this app is based on the following points:

  1. Geo-tagging: The inspection form will not open on the app until the inspecting officer is within the geographical boundary of the school premises. This will ensure the physical presence of the officers.
  2. OTP-based Verification: To make the inspection process completely transparent, verification will be done through an OTP sent to the mobile number of the school principal.
  3. Live Data Entry: Live information on more than 25 key parameters asked during the inspection (such as fees, uniform, RTE admission, etc.) must be entered on the app in a Yes/No format.

Mandatory Monthly Digital Inspection: Timeline and Target

According to the new orders of the Education Department, this digital inspection is not a one-time process but will be run as an ongoing campaign.

  • Mandatory Monthly Inspection: The department has ordered that regular observation and inspection of all non-government schools in the state must be conducted at least once every month.
  • Timeline: This mandatory monthly inspection system will remain in effect continuously until December 31, 2026. Officials have been directed to complete the monthly targets for private schools in their allotted areas.
  • Inspection Target: If an official is given a target to inspect a specific number of schools, they must complete at least 75% of the target, failing which their progress will be considered zero.

Physical Verification of RTE Children from Academic Session 2027-28

One of the most important and far-reaching aspects of this new order is related to children admitted under the Right to Education (RTE) Act. To prevent fake admissions and irregularities under RTE in private schools, the department has made a major announcement.

Important Change: In the academic session 2027-28, starting from April 1, 2027, the physical verification of children admitted under the provisions of the RTE Act will also be mandatorily conducted through the 'Raj Shala Sambalan App'.

Previously, RTE physical verification was done through paper documents and physical files, which left room for long delays and discrepancies. Now, digital verification will allow eligible children to receive immediate benefits, and the RTE reimbursement process will also become faster and more transparent.

1. RTE Admission and Free Education

The actual number of children admitted under the RTE Act in schools, their documents, and the status of the free education being provided to them will be inspected.

2. Compliance with the Fee Regulation Act

All private schools must strictly comply with the Rajasthan Schools (Regulation of Fee) Act, 2016 and Rules, 2017. Schools cannot arbitrarily increase fees. Whether the Parent-Teacher Association (PTA) has been formed in the school and meetings of the Fee Determination Committee are being held as per rules will be verified through the app.

3. Recognition and CBSE NOC

The school must have valid recognition granted by the Education Department from time to time. If the school is affiliated with CBSE, it is mandatory to have a No Objection Certificate (NOC) issued by the state government.

4. Uniform, Study Materials, and Stationery

Complaints often arise that private schools force parents to purchase uniforms, books, and stationery from a specific shop. Under the new rules, these activities will be strictly monitored.

5. Bal Vahini Operation Rules (School Transport Safety)

The safety of vehicles transporting school children (Bal Vahini), compliance with Supreme Court guidelines, fitness certificates of the vehicles, and verification of drivers will be strictly inspected.
