Corruption is hollowing out the roots of society, especially when it targets government assistance meant for the poorest sections of society. Recently, a shocking Village Development Officer bribery case has emerged from the Barmer (Balotra) district of Rajasthan, raising serious questions once again about the administrative system. In a major operation in the Dhorimanna area, the Barmer team of the Anti-Corruption Bureau (ACB) caught Sapna Gurjar, the Village Development Officer (VDO) of Junakheda Gram Panchayat, red-handed while accepting a bribe of ₹4,500.
This bribe was demanded in exchange for releasing the final installment for the house of a poor beneficiary under the Pradhan Mantri Awas Yojana (PMAY-G). This case highlights how some officials deployed at the grassroots level exploit the poor by taking undue advantage of the government's public welfare schemes. Let us understand this entire sequence of events, the ACB's action, and its administrative implications in detail.
Full Details of the Incident: Major ACB Action in Dhorimanna
Under the special campaign being run against corruption in Rajasthan, ACB teams are constantly active. In this connection, the Barmer ACB team received a serious complaint of corruption against Sapna Gurjar, the Village Development Officer (VDO) of Junakheda Gram Panchayat under the Dhorimanna Panchayat Samiti.
In his complaint to the ACB, the complainant stated that a concrete house (pucca house) had been sanctioned in his wife's name under the Pradhan Mantri Awas Yojana (Gramin). The construction of the house was almost complete, and an amount of ₹60,000 was to be released as the third and final installment. However, Village Development Officer Sapna Gurjar was constantly creating hurdles in releasing this amount and was demanding a bribe in exchange. This Village Development Officer bribery case has once again exposed the corruption prevailing in the implementation of government schemes at the local level.
Extortion in the Name of PM Awas Yojana and Geo-Tagging
The main objective of the Pradhan Mantri Awas Yojana (Gramin) is to provide financial assistance to homeless and needy families living in kutcha houses in rural areas to build concrete houses. Under this scheme, the amount is paid to the beneficiaries in installments directly into their bank accounts. Before releasing each installment, the process of 'Geo-tagging' and online verification must be completed to check the physical progress of the construction work.
It is alleged that Village Development Officer Sapna Gurjar turned this technical process into a means of extortion. She demanded a bribe of ₹5,000 from the complainant in the name of completing the necessary geo-tagging and online process to release the third installment of ₹60,000. Later, the deal was settled for ₹4,500. The victim's family was extremely poor and was eagerly waiting for this final installment to fulfill their dream of having their own concrete house. Ultimately, instead of bowing down to corruption, the victim chose the path of law and contacted the ACB.
The ACB Trap and the Full Story of the Red-Handed Arrest
When the complainant filed a written complaint in this regard at the Barmer ACB office, the ACB officials immediately initiated action. Under the leadership of Barmer ACB Police Inspector (CI) Devaram Choudhary, the complaint was verified in a highly confidential manner. During the verification, it was proven entirely true that VDO Sapna Gurjar was demanding a bribe.
After the verification was completed, the ACB team laid a well-planned trap to catch the accused. According to the strategy, the complainant was sent to Sapna Gurjar's private residence with the bribe money. As soon as the complainant handed over the bribe amount of ₹4,500 to VDO Sapna Gurjar, the pre-positioned ACB team raided the spot.
The ACB caught Sapna Gurjar red-handed with the bribe money at her private residence. Immediately after the operation was completed, the accused officer was taken to the Dhorimanna police station, where a case was registered against her under the Prevention of Corruption Act, and further legal action was initiated.

Role and Ethical Values of VDO in Rural Development
Village Development Officers (VDOs) are the most crucial link in the rural governance system. They are directly responsible for the implementation of government schemes, monitoring of development works, and resolving the grievances of villagers at the Gram Panchayat level. When officers holding such key positions indulge in corruption, the credibility of the entire administrative system is called into question.
This incident is a major lesson for candidates preparing for competitive exams like Gram Vikas Adhikari (VDO) conducted by the Rajasthan Public Service Commission (RPSC) and the Rajasthan Staff Selection Board (RSMSSB). Selection to administrative posts is not just about securing a safe government job, but also a commitment to social service and honesty.
Important Lesson: The primary duty of a public servant is to serve the weakest and most deprived sections of society. Corruption is not only a legal offense, but it is also a violation of the rights of those who depend on the government even for their basic needs.
